The click to download only works on computers. If you are using a computer, click on the images to download, and save the image on the cloud, and save the image on the phone. If you are trying to get it through the iphone, keep your finger on the image until the "Save image" and "Cancel" options appear. Tap save image, and set it as wallpaper through "Photos." The white dots are where the apps will appear, and if the page isn't covered in apps, the white dots look pretty cool. There is also a white bar at the bottom to create a orange to white gradient for the dock. So, have a nice day.
